Hei kaikki,
I'm still stunned from the tax ordeal, and so almost missed sending the sima and tippaleipa recipes to you. Well, if you celebrate the Vappu this coming weekend, you have just about enough time to make the sima. The recipes were taken, and translated, from my mom's very old Kotiruoka cookbook, published by Otava in 1938. I updated them a bit, since Kotiruoka pretty much directs you to go and slaughter a pig to make the cooking fat for the tippaleipa. And what you could not use for cooking fat you'd make into laundry soap. That was the real life! (Yes, I actually had a first hand experience of it.) Make sure you join some of the Vappu celebrations around the Bay Area coming up this weekend. Reservations for Berkeley Finn Hall Vappu party are due on Monday, April 30th!!!!!
Hope the Santa Clarans had fun at their party on Saturday.
This was also the weekend for FAHA Women's Getaway Weekend. With approximately 80 of us in attendance, this three day get-together was again a great success, and we made many new friends. Especially welcome was the large contingency of the Sacramento area women.

3. Sunday afternoon movie at the Berkeley Kaleva Hall for MAY is "Rikos ja
Rakkaus" (Crime and Love). It is shown on May 6th at 2:30 pm in the Hall
cafeteria.
The movie is a hilarious comedy, based on Jari Tervo's novel and filmed in
1999.
Kai Lehtinen and Tiina Lymi star. Pekka Milanoff is the director.
A petty criminal is murdered touching off a series of senseless events that
turns the village upside down as stubborn police inspector Rautapää tries to
solve it. Love mixups abound. The blurb says: "Look out, you may laugh
yourself to death." The movie is 1 hour 36 minutes long, with NO ENGLISH
SUBTITLES.

Hei!!
Olen 22 v suomalaistytto ja etsin Au Pair paikkaa SF
alueella. Olen asunut taalla 3 v, au pairina, ja
samassa perheessa. Nyt perheeni ei enaa tarvitse
apuani koska 'host mom' ei ole enaa toissa joten
tarvitsisin uuden perheen.
Luonteeltani olen erittain avoin ja iloinen, tulen
lasten kanssa hyvin toimeen. Pidan myos elaimista,
kuten koirista ja kissoista.
Lasten hoitamisen lisaksi vastuunani ovat olleet
siivous, ruuanlaitto, pykkaaminen, jne. Otan tyoni
erittain vakavasti, ja siksi isantaperheeni onkin

6. Berkely Finnish Hall has a New Manager
Ms Barbara Sironen has been hired as the new Finnish Kaleva Lodge 21, Hall
Manager. She will start her new job May 12th 2001. We are sure she

Nyt on taas saatu rohkaisevia uutisia: USP:n puhemiehistön juuri
päättyneissä tapaamisissa sisäministeri Ville Itälän ja eduskunnan kanssa
on jälleen vakuutettu, että uusi laki tulee menemään läpi aikataulun
mukaisesti, eli sen odotetaan tulevan eduskuntaan syksyllä ja voimaan ensi
vuonna 2002.
Yhä uudelleen olemme kuulleet Suomen päättäjiltä, mikä merkitys
ulkosuomalaisten ja meitä tukevien kotisuomalaisten adressilla ja muulla
aktiivisuudella on ollut tämän uraauurtavan asian edistymisessä. Tätä
toimintaa kyllä edelleenkin tarvitaan!
Nyt näet on tultu vaiheeseen, jossa lakitekstin yksityiskohdat voivat
ratkaista paljonkin. On kysymys entisten Suomen kansalaisten lapsista.
Laissa on tarkoitus palauttaa Suomen kansalaisuus niille, jotka ovat sen
menettäneet haettuaan muun maan kansalaisuutta, sekä heidän "ALAIKÄISILLE"
lapsilleen. Tämä sana asettaa tarpeettoman rajan toisen polven
suomalaisille jopa niin, että samassa perheessä nuoremmat lapset saavat
Suomen kansalaisuuden, vanhemmat eivät. Sananmuoto myös rankaisee
ulkomailla kauemmin asuneita, joiden hyvinkin "suomalaiset" lapset ovat jo
varttuneet.
Nykyinen kansalaisuuslaki on aiheuttanut paljon ns. väliinputoajia,
varsinkin toisen polven kohdalla. Nyt olisi aika poistaa tuokin epäkohta.
Sinulla on nyt tilaisuus auttaa asiaa ja välittää mielipiteesi tuntemillesi
Suomen päätöksentekijöille/kansanedustajille. Heidän s-postiosoitteensa on
vakio etunimi.sukunimi@eduskunta.fi. Toivon, että viestissäsi kiität näitä
valveutuneita vallanpitäjiä heidän myönteisestä suhtautumisestaan ja

Summary of message:
Good news from Finland via FEP Speakers Council: Dual Citizenship is on
track. However, a problem word in the proposed language of the law is cause
for another call for action. One of the provisions of the law is returning
Finnish citizenship to those who have lost it through naturalization -- and
their MINOR children. This word unnecessarily penalizes the second
generation, who already may have "fallen between the cracks" under current
law. The word MINOR also gives citizenship rights to younger children in a
family and leaves out others, perhaps just a year older. Please pass this
message on to all those you know who may be able to communicate with
Finnish MP's about this. They should urge the removal of the word MINOR in
the text of the new law. The e-mail addresses for all Finnish MP's are

8. TIEDOTE: ULKOSUOMALAISPARLAMENTIN PUHEMIEHISTÖN KEVÄTKOKOUS

Ulkosuomalaisparlamentin puhemiehistö kokoontui puolivuosittaiseen
kokoukseensa Helsingissä 23-24.4.2001. Kaksoiskansalaisuus, eläkkeiden
lähdeveron alentaminen, ulkosuomalaissenioreiden hoito sekä
ulkosuomalaisten yhteistyö Suomen edustustojen kanssa olivat kevätkokouksen
pääaiheita.
Tiivistahtiseen kokoukseen sisältyivät tapaamiset ulkoasiainministeri Erkki
Tuomiojan, sisäasiainministeri Ville Itälän, työministeriön
kansliapäällikön Markku Wallinin ja neuvottelevan virkamiehen Risto
Laakkosen, eduskunnan perustuslakivaliokunnan sekä valtiovarainministeriön
vero-osaston edustajien kanssa.
Puhemiehistö käsitteli kokouksessaan ministeriöiden lausuntoja parlamentin
toisen varsinaisen istunnon päätöslauselmista. Merkillepantavaa oli
työministeriön myönteinen suhtautuminen paluumuuttajaseniorien hoidon
järjestelyihin, ulkosuomalaisten kouluttamiseen vaalivirkailijoiksi, posti-
ja internetäänestykseen sekä ulkosuomalaisten
työharjoittelumahdollisuuksien tukemiseen Suomessa. Myös ulkoministeriö
puolsi posti- ja internetäänestystä tulevaisuuden ratkaisuna.
Uusina varapuhemiehinä olivat mukana viime syksyn istunnossa valitut
Pohjoismaita edustava Tuula Fomin ja Välimerenmaita, Lähi-itää ja Afrikkaa
edustava Olavi Peltola.
Puhemiehistö osallistui kokoustyöskentelyn ja tapaamisten ohella YLE:n
Radio Finlandin suoraan lähetykseen. Ulkosuomalaistyöstä kiinnostuneet
kuulijat esittivät kysymyksiä etenkin kaksoiskansalaisuudesta ja
työeläkkeiden lähdeverotuksesta. Varapuhemiehet Hietikko ja Peltola
kertoivat lisäksi YLE:n Aamu-TV:n katselijoille parlamentin taustasta ja
puhemiehistön kevätkokouksen tärkeimmistä puheenaiheista ja tapaamisista.
Kohti lakia kaksoiskansalaisuudesta
Puhemiehistö vieraili kokouksensa aikana eduskunnan
perustuslakivaliokunnassa ja sisäministeri Itälän luona, aiheena Suomen
kansalaisuuslakiuudistus. Varapuhemies Mikko Hietikko korosti
puhemiehistön puheenvuorossa perustuslakivaliokunnalle ja ministeri
Itälälle tarvetta lakiuudistuksen toteuttamiselle niin, että
mahdollisuudesta kaksoiskansalaisuuteen tulisi pikimmiten realiteetti
kaikille sitä kaipaaville ulkosuomalaisille. Hän mainitsi erityisesti
nuoret toisen polven ulkosuomalaiset, 1960- ja 70-luvuilla Suomesta
muuttaneiden siirtolaisten nyt täysi-ikäiset lapset. Pertti Paasio lisäsi
kaksoiskansalaisuuden tukevan ulkosuomalaisten panosta työvoimavarana
Suomelle ja yhteistyötahona ulkoasiainhallinnolle.
Perustuslakivaliokunnan puheenjohtaja Paula Kokkonen piti ulkosuomalaisten
kaksoiskansalaisuutta tärkeänä kehitysaskeleena. Valiokunnan
varapuheenjohtaja Riitta Prusti totesi, että valiokunnan tulee hallituksen
lakiesitystä käsitellessään ottaa tarkasti huomioon hallinnolliset ja
tiedonkululliset näkökohdat lain toimeenpanossa.
Ministeri Itälä sanoi aikaisempien lausuntojen mukaisesti suhtautuvansa
myönteisesti ulkosuomalaisten kaksoiskansalaisuuteen. Hän totesi, ettei
lakiuudistus tule kaatumaan puolustushallinnon esittämiin epäilyksiin
kaksoiskansalaisuuden vaikutuksesta ihmisten maataan kohtaan tuntemaan
lojaalisuuteen. Sisäasiainministeriössä työstettävä lakiesitys valmistunee
syksyyn mennessä, ja eduskunta käsittelee lain vuoden kuluttua.
Ulkosuomalaiset tärkeä työvoimavara Suomelle
Työministeriön kansliapäällikkö Markku Wallin ja neuvotteleva virkamies
Risto Laakkonen ottivat puhemiehistön vastaan parhaillaan valtioneuvoston
esittelyä odottavan ulkosuomalaispoliittisen ohjelman tiimoilta. Risto
Laakkonen ilmoitti työministeriössä laaditun ohjelmaehdotuksen käyneen
lausuntokierroksella, joka osoitti ohjelman nauttivan valtionhallinnon tukea..
Kansliapäällikkö Wallin korosti Suomen työvoiman tarvetta. Maan
työikäisten määrä on supistunut ensimmäisen kerran sitten 1800-luvun
nälkävuosien. Hän totesi Suomen tarvitsevan hyvät yhteydet maailmalla
asuviin ulkosuomalaisiin siltä varalta, että joudumme tukeutumaan
aktiiviseen maahanmuuttopolitiikkaan työvoiman
saamiseksi. Ulkosuomalaisparlamentin kontaktit ja toiminta ovat tässä
keskeisiä.
Aika kypsä työeläkkeiden lähdeverotuksen kohtuullistamiselle
Ulkomaille maksettavien eläkkeiden lähdevero oli aiheena puhemiehistön
tavatessa valtiovarainministeriön vero-osaston Antero
Toivaisen. Varapuhemies Norman Westerberg välitti parlamentin toiveen
lähdeveroasteen laskemisesta kansainväliselle keskitasolle. Westerberg
korosti puheenvuorossaan, että yleisesti sovelletulla lähdeveroasteella ei
tulisi aiheuttaa kohtuutonta verotaakkaa niille eläkkeensaajille, joilla on
pienet kokonaisansiotulot, eikä myöskään luoda kohtuutonta eriarvoisuutta
ulkomailla asuvien Suomen työeläkkeensaajien keskuudessa.
Antero Toivainen totesi lähdeveron alentamisen olleen esillä ministeriössä
jo aikaisemminkin, mutta esteenä sen viemiselle poliittiselle tasolle on
ollut Suomen yleisesti korkea verotaso. Viime aikojen pyrkimykset yleisen
verotason alentamiseksi avaavat nyt kuitenkin mahdollisuuksia myös
lähdeveron madaltamiseen.
Valtiovarainministeriö on pyytänyt muilta OECD-mailta selvitystä näiden
vastaavasta verokäytännöstä. Selvitysten saavuttua lähdeveroasia viedään
ministeri Siimekselle.
Toivainen piti epätodennäköisenä, että muutoksia Suomen jo solmimiin
verosopimuksiin olisi lähitulevaisuudessa odotettavissa.
Harjoittelijavaihto ja paluumuuttajapalvelut vanhustenhoidon ratkaisumalleina
Vanhustenhoitokysymyksissä parlamentin pääasialliseksi yhteistyötahoksi on
muodostunut Suomalaisseniorit maailmalla-työryhmä. Työryhmän toimii
vanhustenhoidon ratkaisumallien selvittäjänä ja aloitteentekijänä.
Kokouksensa aikana puhemiehistö keskusteli työryhmän edustajien kanssa
parlamentin senioriasiain päätöslauselmien eteenpäinviemisestä ja
yhteistyön jatkamisesta parlamentin kolmannen istunnon lähestyessä.
Birgitta Rantakari Helsingin diakonissalaitoksesta kertoi työryhmän
taustasta. Ajatus siitä, että ulkosuomalaistyön toimijat yhdistäisivät
voimansa vanhustyön alueella, syntyi Suomen Merimieskirkon ja Helsingin
Diakonissalaitoksen kesken marraskuussa 1999. Työryhmä kokoontui
ensimmäisen kerran toukokuussa 2000, mukana myös Suomen
evankelis-luterilaisen kirkon ulkoasiainosasto ja Suomi-Seura.
Työryhmä kartoittaa parhaillaan mahdollisuuksia sosiaali- ja
terveydenhoitoalan harjoittelijavaihdon edistämiseksi. Se etsii myös
ratkaisumalleja paluumuuttajien palvelukeskuksille Suomeen.
Puhemiehistö ehdotti marraskuussa 2000 järjestetyn senioriasiain seminaarin
uusimisista parlamentin seuraavan täysistunnon yhteydessä.
Yhteistyötä ulkoministeriön kanssa pyritään tiivistämään
Puhemiehistö tapasi kokouksensa päätteeksi ulkoasiainministeri Tuomiojan ja
ulkoministeriön konsuliasioiden yksikön päällikön Pekka Hyvösen
keskustellakseen ulkosuomalaisyhteisöjen ja Suomen ulkomaan edustustojen
yhteistyöstä. Puhemiehistö painotti suomalaisten kasvavan liikkuvuuden
tarjoavan uusia mahdollisuuksia ulkoasiainministeriön vastuulla olevien
palvelujen tarjoamiseksi.
Varapuhemies Peltola korosti puheenvuorossaan sitä, että Suomen ulkomaan
edustustot pyrkisivät parhaansa mukaan ylläpitämään ajantasaisia tietoja
toimialueellaan vaikuttavista ulkosuomalaisyhteisöistä. Hyvät yhteydet
antavat edellytykset tehokkaalle ja kattavalle viranomaistiedotukselle,
jonka tärkeys korostuu parhaillaan työstettävässä
kansalaisuuslakiuudistuksessa. Hyvillä yhteyksillä saatetaan myös vähentää
edustustoihin kohdistuvaa konsulipalveluiden tarvetta, ja niillä myös
luodaan pohjaa yhteistyön ulottamiselle muihin aihealueisiin, kuten
konsulipalveluiden tarjontaan ja uusien äänestysmahdollisuuksien
kehittämiseen.
Ulkoministeri Tuomioja piti edustustojen yhteyksiä ulkosuomalaisiin
erittäin tärkeänä tehtäväkent

My letters, apparently, are getting too long since the ends are falling on
the wayside, left somewhere in the cyberspace. I guess that's what has
happened with the couple of the last letters I've sent. Items no. 9 and 10 of
29 April did not reach everyone. Have to start using a heavy hand in editing
the news.
So, here are those two items again.
Also, a suggestion was made that you wear your Ylioppilaslakki (Finnish
graduation cap) to the Vappu celebrations. Lets see the valkolakit everywhere!
Incidentally, I just spoke with my daughter, Saana, who had the fortune of
being present in Helsinki last night, witnessing the ritual washing of
Havis-Amanda and placing an Ylioppilaslakki on her head.
She was very surprised at the number of people celebrating all night long on
the streets of Helsinki, and she then realized that the Finns had just woken
up from their winter sleep. The Finns actually were alive and friendly!!!

1. SUDDENLY FINNISH WILL PERFORM IN FINLAND
Suddenly Finnish has been invited to perform at KIHAUS, the second largest
folk music festival of Finland. The festival will be held July 5-8 in
Rääkkylä. 25.000 people are expected to attend this Karelian festival.
Suddenly Finnish is already well known by Finnish-Americans. The group has
performed at the national annual FinnFests in Thousand Oaks and Seattle. In
Seattle Suddenly Finnish was voted as one of the most popular performing
groups. They have also appeared at the Smithsonian Institute in Washington
D.C., at the Institute on World Affairs in San Diego and at the Boise River
Festival in Idaho. The members of Suddenly Finnish represent a variety of
ethnic backgrounds: The performers come from countries such as China, Russia,
Germany, Finland and USA. Finnish music unites these performers, thus the
name Suddenly Finnish.
Merja Soria, the director of the group and a native of Finland, is an
instructor of traditional Finnish Music at San Diego State University. Ms.
Soria received her Master of Music degree at the Sibelius Academy in Finland..
In 1995 she was chosen to be the first Performer of the Year by Finlandia
Foundation. In 1992 she performed a program of ancient Finnish music prior to
the Los Angeles Philharmonic's performance of Sibelius' Kullervo Symphony.
During the summer of 2000 Ms. Soria performed at the Toronto Centre for the
Arts. Her first solo CD will be available this summer.
Suddenly Finnish is dedicated to performing the robust and touching music of
Finnish heritage. The group combines voices, kantele and other instruments to
sing the haunting melodies of Suomi.
The members of the group would like to thank the House of Finland of San
Diego and all the generous Finnish-Americans who have helped Suddenly Finnish
to raise enough money to go to Finland. Without your help our trip wouldn't
be possible. We have now raised $5000, but would still need $3000 to cover
the travel expenses. Suddenly Finnish would appreciate any help you can give

2. Here are Recipes for Sima and Tippaleivat, Finnish Mayday Goodies
These recipes were taken, and translated, from a very old Kotiruoka cookbook,
published by Otava in 1938.
Sima
Incredients:
7 quarts water
1 lb cane sugar
1 lb brown sugar
1 lemon
1/8 teaspoon yeast
raisins
sugar
Mix the cane and brown sugar in boiling water. Peel the lemon. Discard the
white part. Cut lemon into thin slices. Add the lemon peel and slices into
the boiling sugar water. After the mixture has cooled to luke warm, mix the
yeast into a small amount of barely warm water, and whisk it into the
mixture. Let the drink ferment for a day at room temperature. Drain and pour
into clean containers, with tightly fitting, screw-on caps. Add 4-5 raisins

Tippaleivat
Incredients:
4 eggs
1 tblsp sugar
1/2 quart luke warm milk
1 tblsp yeast
1 lb all purpose wheat flour
For cooking:
vegetable oil
Mix eggs and sugar. Mix yeast into milk, add to egg-sugar mixture. Add flour
and raise the dough. Heat the oil (about 1 1/2" deep) in a thick-bottomed
pot. Test the oil by cooking a piece of white bread in it. Do not overheat
the oil. Pour batter into the oil through a funnel to make a cross-shaped
tippaleipa, let it cook until light brown, turn over and collect with a
slotted spoon, let drain on a paper towel and coat with sugar after cooling.
- Serve with sima.

To Whom It May Concern,
I am an American Undergraduate Student of Smith College looking for summer
work while living in Helsinki from June through August 2001. I am an
English/Comparative Literature Major and Studio Art Minor interested in art,
graphic design, editing, journalism, etc... I'd love to find job
opportunities along these lines, but I am very flexible and would gladly

interning at a major publishing firm in New York, Simon & Schuster.

Erja T. Hakkarainen sent me, by snailmail, a list of Finland Festivals to be
included in the BAFN newsletter. Rather than start writing the list over
again, I visited the home page of Finland Festivals where I found the listing
of the entire years worth of festivals.
Specifically, I found three that intrigued me more than others, as they are
held in Jarvenpaa, my hometown: Lakeside Blues Festival at the end of June,
Kallio-Kuninkala Music Festival in August and Jarvenpaa Sibelius Festival in
October. The performers at the Blues Festival, 24th this summer, include The
Temptations (my old favorite from the seventies), The Supremes (without Diana
Ross), Joe Bonamassa, Son Seals, and Finnish groups Helander Co. and Laika
and The Cosmonauts (sounds awfully familiar, weren't they here in the Bay
Area recently) plus other bands. So, if you are lucky enough to spend the

2. FINNISH EXPATRIATE PARLIAMENT™S SPEAKERS™ COUNCIL SPRING MEETING:
MoreGovernment Support for Expatriate Issues
Dual citizenship, lowering the tax at source on pensions, care of
theexpatriate seniors as well as expatriates™ cooperation with Finnishforeign
representations were the main topics of the Finnish ExpatriateParliament™s
Speakers™ Council™s spring meeting in April.
During its spring meeting, held on April 23-24, the Speakers™ Council ofthe
Finnish Expatriate Parliament received strong support for its workfrom
representatives of the Finnish Government. The tightly scheduledevent
included meetings with Foreign Minister Erkki Tuomioja, Minister ofInterior
Affairs Ville Itälä, Markku Wallin and Risto Laakkonen, twosenior officials
from the Ministry of Labour, the ConstitutionalCommittee of the Finnish
Parliament, as well as representatives of theMinistry of Finance™s taxation
department.
The new deputy speakers were Tuula Fomin from Sweden, representing theNordic
countries, and Olavi Peltola from Spain, representing theMediterranean
countries. Both were elected during last autumn™ssession.
All in all, the Speakers™ Council concluded that the expatriates arereceiving
plenty of attention from the Finnish Government. This wasindicated by the
statements from six ministries, submitted in advance ofthe Speakers™
Council™s meeting. These statements included considerableappreciation for
both the Finnish Expatriate Parliament and expatriatesin general. Many of the
parliament™s resolutions received solidsupport.
Citizenship Law Before Finnish Parliament Next Autumn
With Interior Minister Ville Itälä, the Speakers™ Council discussedthe
prospects of the new citizenship law. Minister Itälä has in the pastserved as
head of the Finnish Parliament™s Constitutional Committee andis therefore
very familiar with the dual citizenship project.In hisspeech, Speaker Mikko
Hietikko, representing Australia and Asia, broughtup the significance of dual
citizenship. It is particularly important, hesaid, for those who were lost
Finnish citizenship because of a lack ofcommunication or other reasons beyond
their control. As an example,Hietikko mentioned in particular
second-generation expatriates, meaningthe now adult children of Finns who
moved abroad in the 1960s and 1970s.
Minister Itälä said that he takes a positive view of dual citizenship
forexpatriates, in line with his previous statements.
œThe situation of those people who are covered by the legal reform andwho
live in Finland is somewhat more complicated than that of theexpatriates. The
reform will not, however, be blocked by the defenseadministration™s qualified
attitude toward dual citizenship, Itäläasserted.
Itälä confirmed that the bill, which is in the process of being draftedat the
Ministry of Interior Affairs, will probably be completed in theautumn. It
will then be submitted to the Finnish Parliament. Thelegislature will debate
the issue next spring, and if the law is passed,it will probably take effect
in the following summer.
Pertti Paasio, the Speaker of the Finnish Expatriate Parliament,presented
Minister Itälä with the recommendation of a five-yeartransitional stage after
the law comes into force.
œA sufficient transitional stage will allow time to provide people
withinformation on the issue and would decrease backlogs in the Aliens
Officein Finland, Paasio said.
As on its previous rounds, dual citizenship also received support in
theFinnish Parliament™s Constitutional Committee. Committee chair
PaulaKokkonen said she considered dual citizenship for expatriates to be
asignificant step forward. The issue was declared to be proceeding at agood
pace. Paasio emphasized the importance of a sufficient transitionalperiod to
the Constitutional Committee as well.
Information to Finland™s Representations Abroad
The topic of discussion at the meeting with Foreign Minister ErkkiTuomioja
was the cooperation between expatriate communities and Finland™sforeign
representations. Pekka Hyvönen, head of the Foreign Ministry™sdepartment of
consular affairs, was also present at the meeting.
In his speech, Deputy Speaker Olavi Peltola noted that the Finns™increasing
mobility will impose new kind of pressures on consularservices, while
simultaneously offering new opportunities to providethese services. The
cooperation between foreign representations andexpatriates requires that the
representations have up-to-date informationon the expatriate communities in
their areas.
œGood connections with expatriate communities make it easier forofficials to
provide information, while also decreasing the need forconsular services.
They create the basis for more extensive cooperationas well, Peltola said.
Foreign Minister Tuomioja supported Speaker Paasio™s proposal that theFinnish
Expatriate Parliament introduce its activities at the meetingbetween the
heads of the foreign representations, to be held in Helsinkinext August, and
hand out expatriate communities™ contact information tothe representations.
œI consider the foreign representations™ connections with Finnishexpatriates
to be extremely important. More extensive cooperationdepends, however, on how
the Foreign Ministry™s resources will changeover the next few years,
Tuomioja said, referring to the foreignrepresentations™ funding deficits.
Expatriate Policy Program: In the Final Stretch
The Government™s expatriate policy program, which is now beingdrafted, was
discussed at the meeting with chief secretary Markku Wallinand consulting
official Risto Laakkonen, senior officials of the Ministryof Labour. Wallin
took up Finland™s increasing need for a largerworkforce in the next few years
as the ˜baby boom™ generation retires.
œWe need good connections with Finnish expatriates in case we need toresort
to an active immigration policy to secure the workforce. In thisrespect,
expatriates and their descendants form a natural work forcereserve. The
Finnish Expatriate Parliament™s connections and activitiesare important in
this respect, Wallin stated.
The Expatriate Policy Program was drawn up by the expatriate departmentof the
Ethnic Relations Council, acting under the Ministry of Labour. TheFinland
Society has served as a member of the expatriate department aswell.
œThe circulation of the proposal for comment was successful in regard tothe
progress of the program. We intend to present the program to theGovernment
during the month of May, Risto Laakkonen explained.
Tax at Source Under Examination
Lowering tax at source on benefits paid to overseas residents was themain
topic during the meeting arranged at the tax department of theMinistry of
Finance with Senior Government Secretary Antero Toivainen.Norman Westerberg,
Deputy Speaker representing North and South America,brought up the
parliament™s wish that the tax at source be lowered fromthe present 35
percent to the international average level ofapproximately 20-25 percent.
Finland has roughly 60 bilateral taxagreements with various countries.
According to Toivainen, there has been discussion of the source tax atthe
Ministry of Finance™s tax department in the past as well.
œThe recent efforts to lower the general taxation level will now open
newopportunities to lower the tax at source as well. I consider it,
however,unlikely that the present tax agreements will be altered in the
nearfuture, Toivainen stated.
The Ministry of Finance has asked the other OECD countries for a reporton
their taxation practices. Speaker Paasio presented a request that thesource
tax issues be discussed separately from the rest of the taxpackage, and that
the discussion would take place as soon as possible.According to Toivainen,
the tax at source issue will be included in nextautumn™s budget bill if
possible.
The tax at source issue was brought to the general awareness by theFinnish
Broadcasting Company™s morning television show (Aamu-TV), whichfeatured an
interview with Mikko Hietikko and Olavi Peltola. The Speakersalso replied to
questions presented by expatriate Finns in a directbroadcast of Radio Finland.
The Speakers™ Council also considered the situation of elderlyexpatriates and
the challenges of elder care with the committee known asFinnish Seniors
Abroad. The committee members present included BirgittaRantakari, development
director of international affairs at the HelsinkiDiaconess Institute, Yvonne
Lassenius, a teacher at the HelsinkiDiaconess Institute, Ilkka Mäkelä, the
Church Board™s secretary forFinnish expatriate work, Helena Balash, the
Finland Society™s senioradvisor, and Juhana Malme, the society™s project
assistant.
The Speakers™ Council will next convene in Helsinki in the autumn of 2002.
The time and place have been left open for the time being.

3. Mr. Erkki Huittinen will be the new Consul General in Los Angeles
Mr. Huittinen, a career diplomat with Finland's Ministry for Foreign Affairs,
will be the new Consul General at the Finnish Consulate in Los Angeles on
September 1, 2001. He will succeed Maria Serenius who will complete her
four-year term as Consul General on July 31, and who will return to the
Ministry for Foreign Affairs at Helsinki.
Mr. Huittinen, a former Ambassador to Malaysia, is currently a participant
in the prestigious Fellows Program, Weatherhead Center for International
Affairs at Harvard University. Beginning his foreign service career in 1973,
Huittinen has also served in various diplomatic capacities in Vienna,
Teheran, Athens, and Ottawa.
He received his Masters degree in Administration from Tampere University.
A native of Jämsänkoski, he is married to Marjatta Huittinen and they have
two daughters, Hetta-Stiina and Pia.

Featured highlights are a concert by Arne Helsing and His Musical Family
of Master Musicians from Finland and a delicious traditional Midsummer
meal cooked by the San Mateo Finnish School mothers. Refreshments are

Folk musician Arne Helsing won the Finnish Folk Violin Championship in
1982 and got the title Master Musician. Since then he has received 10
Honorary Awards at different folk music competitions. Arne's wife
Agneta and their daughters Pia Karin and Anna Maria also play in the
group and all of them are accomplished professional musicians. They
will tour the West Coast in June and this is a great opportunity to
catch them in the Bay Area.
This event takes place in a lovely setting by the water at the Isle Cove
Recreation Center off South Edgewater Blvd in Foster City. Date again,

Finnish dance music and after the bonfire the music switches to more
contemporary beats.
Kaleva All Stars is a Bay Area Finnish-American music group consisting
of musicians whose backgrounds cover a wide variety of music styles from
Finnish popular music to jazz and classical music. The band's
repertoire consists of new interpretations of traditional Finnish songs,
such as a Salsa version of 'Lännen lokari', Jazz versions of 'Täällä
Pohjantähden alla' and Ol' kaunis kesäilta' as well as originals by
Heikki Koskinen. A smaller version of this group, "Kaleva
Tanssiorkesteri', featuring vocals by Raimo Hirvonen, plays Finnish
dance music from humppas and tangos to contemporary rock.

2001. I am not going back to work, we will just need some help. My husband,
Mark will be at home with me for a few weeks after the girls are born, but
then he

girls hear another language besides English from infancy.
We live in an unusually friendly San Francisco neighborhood. Some of our
neighbors, including my husband's family have been here for over 40 years. In

our
house.
The house has a sunny bedroom that faces the back yard set aside for an au
pair. Hopefully, the person who comes to live with us likes to garden.
We plan to pay an au pair room & board and a small cash stipend for about 40
hours of work per week. Naturally we will be responsible for air fare to the
US.
Other amenities available will be the use of a computer, a car, & a cell
phone
which we will subsidize for the au pair at an agreed upon rate. We have two
vacation houses, a family cabin in the redwoods and a house at Lake Tahoe.
Our au pair will be included in any of our visits to those locations.
We are negotiable about some things. One thing that is not negotiable is
that we
are unwilling to have an au pair who smokes.

2. Juhannus/Summer Festival at FAHA June 15-17th*
It is a midsummer gathering of family and friends with a varied program,
traditional Finnish foods, 'kokko', sauna, swimming and games. Bring your
tent or RV and camp at FAHA trough the entire weekend.

KALEVA ALL STARS
Saturday, June 16, will feature Bay Area's
Kaleva All Stars music group in two appearances. At 2 pm the larger
Kaleva All Stars, with several horn players, will play a concert of
Finnish songs and at 8 pm the smaller Kaleva Tanssiorkesteri will play
dance music. Before the bonfire the music will be more traditional
Finnish dance music and after the bonfire the music switches to more
contemporary beats.
Kaleva All Stars is a Bay Area Finnish-American music group consisting
of musicians whose backgrounds cover a wide variety of music styles from
Finnish popular music to jazz and classical music. The band's
repertoire consists of new interpretations of traditional Finnish songs,
such as a Salsa version of 'Lännen lokari', Jazz versions of 'Täällä
Pohjantähden alla' and Ol' kaunis kesäilta' as well as originals by
Heikki Koskinen. A smaller version of this group, "Kaleva
Tanssiorkesteri', featuring vocals by Raimo Hirvonen, plays Finnish
dance music from humppas and tangos to contemporary rock.

1. This weekend, the San Francisco Chamber Singers in San Francisco and
Berkeley in a concert called "LANDS OF THE MIDNIGHT SUN."
This concert features choral works from Finland, Sweden, and Estonia, all
less than 25
years old.
All of the music is in Finnish, Swedish, or German (mostly Finnish),
and five of the works are by Finnish composer PEKKA KOSTIAINEN, who
will be in attendance.
About Kostiainen:
PEKKA KOSTIAININ is one of Finland's preeminent composers and
conductors. Born in 1944 in Jyväskylä, he studied at the Sibelius
Academy, gaining his composition diploma as a student of Jouko
Tolonen in 1973. He has been a lecturer in music at the University of
Jyväskylä since 1971, and in 1977 founded the Musica Choir and has
been its leader ever since. Also the leader of the VoxAurea
children's choir since 1994, Kostiainen has garnered numerous honors,
including the Arts Prize of Central Finland, a cultural grant from
the Mitt-Norden Committee, and the AGEC Composition Prize (Die
Goldene Stimmgabel).
Choral music makes up the largest segment of his works, amounting to
100. He has also composed orchestral works, several concerti, as well
as music for chamber ensemble, solo voice or solo instrument.
Kostiainen's choral music falls into three main categories: works for
children's choir, works on national themes and drawing on the
national epic, Kalevala, and sacred music. In his works inspired by
the Kalevela or national themes, Kostiainen does not copy the style
created by the National Romantics; rather, he dives into folk music,
often with primitive Finno-Ugrian overtones. Examples of the features
of his Kalevala-nationalist style include short melodic motifs
operating over a narrow range, the frequent repetition of motifs,
rhythms underlining the redundance in
the text, and static, archaic harmonies.
Kostiainen will be the Composer in Residence for the Golden Gate
International Childrens Choral Festival in Oakland in June 26-30,
2001, and will serve as a
jurist for the competition.
The acclaimed Piedmont Children's Choirs, Ancora and Ensemble, will
also present two premieres of works by Kostiainen.
Experience the charm and drama of choral pieces by Kostiainen, Pärt, Mellnäs,
and Rautavaara.

2. Handbell Ensemble Sonos in Bay Area Concerts
"Runaway Child"
Sonos, a professional handbell ensemble based in the San Francisco Bay Area
will be performing 4 concerts of Spanish and Latin American music, June 23,
June 24, June 29 and July 1. These programs follow the life and stow-away
adventures of Catalonian child prodigy Isaac Albeniz, including music from
the various countries he visited during his wander years. Guest artists
include native flute specialist Nayo Ulloa and oboist Roger Wiesmeyer. The
June 29 and July 1 performances will also feature guest artist mezzo-soprano
Frederica von Stade (who will be performing next week with the San Francisco
Symphony), and include world premiere performances of a work written
especially for Sonos and von Stade by Grammy-winning composer Libby Larsen.
Larsen's work, entitled "Hell's Belles," is based on texts by feisty

1. SAMPO, a film based on Kalevala and made in Russia in 1959, will be

SAMPO is based on the Finnish national epic Kalevala, a centuries-old folk
narrative, Sampo tells the story of the sinister witch Louhi (Anna Orocho),
who kidnaps a beautiful maiden (Nina Anderson) to make her father hand over
the "Sampo," a magical mill that can produce endless salt, grain and gold.
When the hero Lemminkainen (Urho Somersalmi) attempts to stop her, Louhi
literally steals the sun, plunging the world into darkness. Sampo was
released here in a severely edited, pan-and-scan version as The Day the Earth
Froze. This series provides the first-ever presentation of the full length,

Golf & Volley Ball weekend on August 4th and 5th at Hauli Huvila.
Hauli Huvila has family camping, RV parking, dance hall, sauna, swimming,

3. The Sacramento Finlandia Club family campout will be August 10-12
at Camp Norge in Alta, California off of Highway 80. Reservations must be in

2001 in order for the club to order enough food.

just exercise, but socializing with other Europeans/Euro friends who are just

We have an opportunity to field an indoor soccer team for this summer/fall at
the Bladium Sports Club in ALAMEDA. Anyone (men or women at any skill level)
who is interested in playing on the BEST indoor field in the Bay Area should
inquire. The Bladium provides not only a professional style indoor soccer
field complete with shaggy astroturf and flush goalposts; it has a complete
gym, two roller-hockey rinks, daycare, aerobics, and, best of all, a SPORTS
BAR for after games. The Bladium is located right on the Bay in full view of
beautiful San Francisco from Alameda Island, which is just opposite the Bay
Bridge, less than 20 min. from Downtown SF.
Player FEE for 12 games is $65 plus $60 yearly membership.
You will receive excellent exercise facilities at a convenient location and a
perfect excuse to meet with a great group of people once a week!

3. Worship Service in Finnish at the Lutheran Church of the Cross, Sept. 16
The service is normally held every first and third Sunday of the month at 12
noon. During the summer there has been no services, but they will start again
on the third Sunday of September, September 16th. There is a tentative
agreement to bring Pastor Mika Toivio from Alppila Parrish in Helsinki to
serve as the Finnish pastor of the church. The address for the church is 1744
University Ave., Berkeley. Everyone is welcome back to the services in
September.
